Early Intensive Development & Behavioral Intervention (EIDBI)

We at Norway Health Center provide Early Intensive Developmental and Behavioral Intervention (EIDBI), a program which helps children and young adults under 21 with Autism Spectrum Disorder (ASD) or related conditions. EIDBI is designed to teach crucial skills and improve functional communication, social, and adaptive behaviors. Our goal is to promote greater independence and successful participation in family, school, and community life for every client.

What is EIDBI?

EIDBI stands for Early Intensive Developmental and Behavioral Intervention. It is a specialized, evidence-based program designed to support children and young adults under the age of 21 diagnosed with Autism Spectrum Disorder (ASD) or related conditions. The core purpose of EIDBI is to provide intensive, individualized therapy that builds essential skills, improves functional communication, and promotes greater independence and participation within the home and community.

Who qualifies for EIDBI?

To be eligible to receive Early Intensive Developmental and Behavioral Intervention (EIDBI) services, the person must meet all of the following requirements:

  • Age Requirement: Be under age 21.

  • Diagnosis: Have a diagnosis of Autism Spectrum Disorder (ASD) or a related condition.

  • Medical Need: Have a Comprehensive Multi-Disciplinary Evaluation (CMDE) completed that establishes the medical necessity for EIDBI services.

  • Enrollment: Be actively enrolled in one of the following qualifying health care programs:

    • Medical Assistance (MA)

    • MinnesotaCare

    • Minnesota Tax Equity and Fiscal Responsibility Act (TEFRA)

    • Other qualifying health care programs

Individualized ABA-based support for children and young adults

Building Communication Skills

We help children find their voice, whether through verbal speech, gestures, or assistive technology. By focusing on functional communication, EIDBI staff empowers children to share their thoughts and needs, reducing frustration and helping them connect more deeply with their families and peers.

Building Social Connections

We help children learn the "unwritten rules" of social play. By focusing on essential skills like sharing, turn-taking, and responding to others, EIDBI staff empowers children to make friends and participate more fully in school and community activities.

Learning Through Play

For a child, play is their most important work. We use ABA techniques to help children engage more deeply with toys, activities, and their surroundings. By teaching children how to play creatively and follow early learning routines, we help them build the curiosity and focus they need to succeed in school and beyond.

Building Emotional Resilience

We help children navigate big emotions and replace challenging behaviors with positive ways to express themselves. By teaching calming techniques and self-regulation skills, EIDBI staff helps children feel more in control, reducing stress for the whole family and making daily routines more manageable and enjoyable.

Fostering Independence

We empower children to do more for themselves by teaching the "how-to" of daily routines. From mastering mealtime to getting dressed and managing personal care, we provide the support and repetition children need to feel successful. Helping your child gain these skills not only builds their self-esteem but also makes daily life smoother and more rewarding for the whole family.

Empowering Families

You are your child’s best advocate and teacher. Our staff provides hands-on coaching to give you the tools and confidence needed to support your child’s journey. By learning how to use positive reinforcement and create a supportive home environment, you can help your child practice their new skills every day, making every moment an opportunity for growth and connection.

Transition and Community Integration

EIDBI providers facilitate the successful transfer of skills from structured therapy to the child’s natural environment. We emphasize generalization, ensuring that skills learned in therapy are used effectively at home, in school, and within the community. By providing support during major life transitions and community-based instruction, we help children navigate new environments and social demands, fostering long-term success and full participation in community life.
